Are you editing the default template? (Dbl click the first item in the Reveal Codes. "Open Style: Document Style"
or fine Open Tools|Settings|Files|Default Template folder and Default template. Note these, close WP, then open the default template in WP, save it. (You'll need to drill down to find it; best to copy from the "Default Template Folder" entry and past that in the Doc Name field. The default template is likely named something like WP21US.wpt (the US might be a country or language code -- I'm in the US). Make sure the suffix is .WPT.
The Reveal Codes method is far easier; there's a checkbox in the LRH corner to "Use as default" - which will then modify the default template automatically.

I have the same problem. Has there been any solution to this?
