Reinstate WP dictionaries for all languages

I wanted to add some words to the Catalan dictionary but there's no *.MOR file associated with it either in WP 18 or 20. That explains why so many words in that language are redlined. Further, there's an annoying bug the spell checker redlines Catalan words already found in the dictionary!
